In June 2026, Google announced a major wave of AI updates embedding Gemini features across Android 17, Google Classroom, Chromebooks, and Gemini apps, reflecting a strategy to integrate AI more naturally into daily tasks for consumers, students, and educators. The rollout touched every surface of Google's ecosystem: new image generation models, on-device local AI running on laptops, real-time translation in dozens of languages, agentic browsing on Android phones, and AI-powered home speakers.

The scale is what matters. Chromebooks hold between 85–87% market share in U.S. K–12 schools, with approximately 38 million devices deployed and 60.1% of the entire education market. When a platform already controls the infrastructure that millions of students and teachers depend on daily, new AI features aren't optional add-ons—they become the default environment in which learning happens.

Google frames this as progress. AI as helpful assistant. Teaching made easier, learning made personal. Educators and families are confronting something else: they're losing the ability to choose whether AI becomes part of their children's education at all.

What Google Actually Deployed

Google launched Gemini study notebooks globally on June 25, 2026, a free feature allowing students to set learning goals, upload class notes, take diagnostic quizzes to identify knowledge gaps, and receive tailored lessons tracked on a custom dashboard. These features sound helpful in isolation. The problem is structural. When the platform already runs the classroom, Google isn't asking permission. It's reshaping the infrastructure schools depend on.

When Infrastructure Becomes Fate

Recent edtech market analyses highlight accelerating consolidation as major platform providers like Google and Microsoft build vertically integrated ecosystems across identity, security, devices, and content, raising concerns about de facto monopoly power over school technology choices. Future Market Insights' 2036 edtech outlook finds vendors increasingly pursuing platform consolidation across the student lifecycle, with Google for Education and Microsoft using unified identity and security layers to make their ecosystems indispensable to school districts. Education policy experts warn that a handful of Big Tech companies will continue to dominate AI economic and political power, risking a monopoly that could cede the education field to large commercial providers.

Some schools have already pushed back. Google's default activation of Gemini and NotebookLM began on August 1, 2025, for all Google Workspace for Education domains unless administrators disabled it. One K–8 institution decided not to implement Gemini until thoroughly assessing its impact on learning; another administrator opted out due to FERPA and COPPA compliance concerns.

In Utah, the State Board of Education partnered with Google to offer Gemini for Education statewide starting in the 2026–2027 school year, making it optional for local districts and charter schools. Marie Denson, Utah State Board of Education spokesperson, emphasized: "this is an option, not a requirement."

The Democratic Deficit

Privacy advocates warn that AI's rapid expansion in education is unwarranted given these existing failures and the higher documented risk AI poses to student safety, cognitive development, creativity, and mental health.

Teachers are the most disillusioned group, with nearly 1 in 3—approximately 33%—not trusting local administration to manage AI responsibly. Only a couple of states require local schools to form specific AI policies despite widespread AI use in classrooms, creating a policy vacuum where districts operate largely on their own. In 2026, at least 134 AI-related education bills were introduced across state legislatures, reflecting both urgency and deep uncertainty about how to govern AI in schools.

Corporate platforms are moving faster than democratic institutions can respond. That's not an accident. It's the business model.

Dependency and Inequality

Google Workspace for Education documentation states that Gemini under school-managed accounts provides enterprise-grade data protections, keeps interactions within the institution, does not share content externally, and does not use it to train models for other customers. Administrators can enable or restrict Gemini for specific groups, set retention periods for prompts and responses, and use data loss prevention and information rights management policies so Gemini cannot access or retrieve restricted education records. Google's core services support institutional compliance efforts with FERPA and COPPA when schools obtain required parental consent and properly configure admin controls.

But these safeguards presume schools have the capacity, expertise, and resources to properly configure controls, obtain meaningful consent, and monitor compliance—an assumption that deepens inequality between well-resourced and under-resourced districts.

AI systems in education pose significant harm to LGBTQ students with disabilities by reinforcing inequities, creating access barriers, and misrepresenting their experiences unless intentional protections are implemented. Transgender and nonbinary K–12 students are more than twice as likely to experience bullying, and those with disabilities including autism, ADHD, or mental health conditions face compounded harassment that exacerbates their disabilities.

The New York City Bar Association Task Force Report warns: "AI systems are only as equitable as the data and design choices that shape them. As a result, when AI tools are built and trained without the intentional inclusion of disability-centered data or perspectives, they systematically exclude, misrepresent, or fail to accommodate the very users who could benefit most from them."

Chris Lemons, co-author of the Stanford Accelerator for Learning white paper, argues: "When we design for the full range of human experience, we build better systems for everyone." Disability rights advocates insist: "Nothing about us without us."

A school division in Alberta, Canada, is using Chromebooks combined with Gemini for Education to replace cumbersome switch systems with an AI-powered Face Control feature, allowing students with physical disabilities to navigate their devices and complete schoolwork more independently. The Alberta example shows AI's potential to increase access, but also underscores how students with disabilities and those in under-resourced schools have no exit ramp when the platform they depend on becomes the only viable option for assistive technology.

Over-reliance on generative AI risks eroding teachers' professional expertise and weakening their relationships with students, even if it reduces lesson planning time by approximately 31%. Among survey respondents, 67% of educators support AI use in schools, but 70% of parents and 60% of students express support, revealing divergent levels of enthusiasm and trust across stakeholders. More than half—56%—of students report regularly using AI tools, yet only 51% feel confident in their ability to use AI effectively, revealing a gap between adoption and competence.

The schools that can afford privacy are the ones that need it least. The schools serving low-income students, English learners, kids with disabilities—those with the most to lose from privacy failures—are the ones least equipped to navigate Google's complex administrative controls.

What Meaningful Oversight Looks Like

Illinois SB 3735, passed in 2026, gives families rights to opt out of school tech and AI grading tools while restricting how companies can use and retain student data for AI training without explicit consent. California AB 1159 explicitly prohibits using student data to train AI models unless it directly benefits the school. South Carolina's H.B. 5253 establishes strong guardrails requiring parental opt-in consent, prohibiting commercial use of student data, and banning automated high-stakes decisions without human oversight.

The U.S. Department of Education set supplemental grant priorities for advancing AI in schools in April 2026, responding to commenters who urged making opt-out provisions a standard whenever AI tools are implemented, emphasizing safety considerations and protections for students' data and autonomy. The questions parents, educators, and policymakers should be asking are: Does our school have a transparent AI policy? Can families opt out? Who controls the data? Are there non-AI alternatives? And who decided these tools were safe and necessary in the first place?

Google's June rollout shows how quickly AI can become infrastructure. The question now is whether we will demand democratic accountability over that infrastructure—or accept that essential platforms can be reshaped without our consent.
